The first player to build a palace and collect 12 victory points (VP) from constructed buildings and captured emperors wins. Players begin by randomly placing all the peasants on the game board. On their turn, players perform two phases in order: the action phase followed by the reinforcement phase. During the action phase, a single action must be performed, which can include moving to an empty space, regrouping, or attacking.
Players can build only one building per space, replacing any existing building on subsequent constructions. Captured enemy emperors are worth 3 VP each, and players can sacrifice three stackable stones to take an additional action once per turn. The game ends as soon as a player accumulates 12 VP from their buildings and captured emperors, and they own at least one palace. Alternatively, if a player is the only one left with stones on the board, they win automatically.
