Players compete for control of the government while rebels wage a civil war against those in power. Each player controls both government and rebel forces, but secretly identifies with one side, leading to internal conflicts over loyalty and resource management. They earn points by eliminating opposing forces, manipulating media, and controlling key facilities, all while navigating the chaos of shifting allegiances and potential interventions from external powers like the UN.
