Twenty years after the founding of the Alliance, the costs of building new space stations have become unbearable. The Alliance has decided to rebuild and recolonize some of the planets and stations abandoned during the war to improve the economy. Players act as representatives of the Alliance, exploring and revitalizing a galactic sector while developing technologies and sending ambassadors to establish control over abandoned planets and facilities.
