Players aim to elevate the city-states of ancient Sumer. In each round, they increase the significance of a city-state by flooding it with their merchants, thereby enhancing its power. When one city-state gains strength, another loses it, and players must time their moves carefully to maintain control over the dominant city-states during scoring rounds at the end of each dynasty.
