The goal is to free the world from fear and terrorism. Players can either dominate as empires or choose to fight for a world without empires as terrorists. The game starts with each player as an empire and evolves based on political dynamics, discovered resources, and settlement choices, leading to strategies that either expand territories or lead to conflict. As players battle against each other, those who lose may become terrorists, working together to counter the empires and change the game's dynamics.
