Barrage: The Leeghwater Project^*

The expansion adds a new faction, the Netherlands, utilizing Jan Leeghwater's expertise in water management to enhance dam operations. It introduces the "External Works" mechanic, featuring powerful tiles from a new action space that require sacrificing cement mixers and excavators for activation. Players can also use a combination of five building tiles, each with unique effects, alongside two new executives to enhance External Works and personal buildings, and three new advanced technology tiles for personal construction.
